A statewide Texas playbook is a fiction. Houston's dominant design problem is humidity; Dallas's is a genuine two-season load with a freeze risk. The pricing method, the agreement structure and the pay plan all transfer. The seasonal plan does not. That is why we build to the metro, not the state.
Class tells you what size you can touch. Endorsement tells you what kind of system. You need both right — and both cap your revenue.

TDLR states it directly: "The Class A license allows you to work on any size unit." And: "The Class B license allows you to work on cooling systems of 25 tons and under, and heating systems of 1.5 million BTUs/hour and under."
Commercially, that 25-ton line is where light commercial begins. A Class B contractor cannot legally bid a 30-ton rooftop unit — regardless of skill. It is a revenue ceiling written into a license class.
Texas is a two-axis system — class and endorsement — which trips up owners coming from other states. TDLR lists the endorsement codes as: E — Environmental Air Conditioning, R — Commercial Refrigeration & Process Cooling and Heating, and C — Combined Endorsements. A Class A/E contractor can work any size comfort-cooling system but is not endorsed for commercial refrigeration. Class times endorsement together defines what you can bid.

Several, and treating it as one is a real planning error. NOAA's 1991–2020 normals show Houston at 3,288 cooling degree days and 1,266 heating degree days, while Dallas–Fort Worth runs 2,824 cooling and 2,220 heating — and DFW sees 29.2 freezing nights a year against Houston's 10.1. DFW is also far drier: 37.01 inches of annual precipitation against Houston's 51.84. Different humidity problem, different heating load, different business.
